Over the past two years the Ministry of Justice (BMJ) cooperates intensely with the BRZ to develop fitting IT-solutions for the future in the project „Justice 3.0“. For this strategic initiative the BMJ received the Best Practice-Certificate of this year’s European Public Sector Award.

Through „Justice 3.0“ the justice system is viewed holistically. The aim is to find the best IT support for the work of all user groups and in future to handle all processes electronically.

For this purpose several working groups with different priorities have been installed, e.g. “receipt and creation of files”, “decisions and orders” and “workplace of decision-makers”. One important task of these working groups was to analyse the current and the expected situation. Based on this results the future plans of the architecture of information system and development of applications will be drafted.

Step-by-step implementation

The program Justice 3.0 will be implemented progressively until 2020. The Ministry of Justice published a report for the first period in 2014. Based on the findings and the included implementation plan the second stage has started.

Currently several projects are carried out to establish the electronic file management. Moreover, the foundations for a nationwide scan process and text recognition, a file and document management and a workflow system will be laid. A pilot phase for a complete digital file management is planned for march 2016.
